The founder of the International Peace Operations Association, he is a specialist in African security issues and has written extensively on the regulation and constructive utilization of the private sector for international stabilization, peacekeeping, and humanitarian missions. Mr. Brooks has testified before Congress, appeared on a range of national and international news programs, and has lectured at numerous universities and colleges. Previously, he has been an Adjunct Faculty member at American University and an Academic Fellow and Research Associate with the South African Institute of International Affairs (SAIIA), Johannesburg.

Originally from Adelaide, Australia, J.J. received his Master's degree in Peace Operations from George Mason University School of Public Policy where he specialized in refugees and post-conflict elections, with an emphasis on the fledgling nation of Timor-Leste. In addition, J.J. holds a B.A. in Politics and International Studies from the University of Adelaide, during which he also studied at the University of Adelaide Law School and the College of William & Mary in Williamsburg, Virginia. J.J. previously worked in the field of corporate antitrust law for a large firm in Washington, D.C. and for education-related non-profit organizations in Australia.

Melissa returns to IPOA after a stint of business development and recruitment at Catapult Consultants, an Arlington, Virginia-based financial management, acquisition management, program management and information assurance firm serving U.S. government agencies. Prior to this, Melissa was an External Relations Associate at IPOA. Previously, Melissa was a correspondent in Beirut, Lebanon and Fez, Morocco for Sayidaty (a pan-Arabic women’s magazine) and the Middle East Reporter, also in Beirut. Melissa’s academic background includes a joint degree in International Affairs and Middle Eastern studies from the Elliott School of International Affairs at the George Washington University and Diplomacy and International Affairs studies at Seton Hall University in New Jersey. Melissa is also conversant in Arabic.

Connolly Butterfield received her MA in Security Policy Studies from the George Washington University, with concentrations in Conflict Resolution and Security and Development. She has previously worked as Capacity Building Associate at the Center for Development and Population Activities and the Crisis Prevention and Response Intern at Amnesty International, USA. She received her BA in International Relations and Spanish from Colgate University, during which time she also had the opportunity to study at the University of Salamanca and the Graduate Institute in Geneva. Connolly hopes to pursue a career in post-conflict reconstruction, emphasizing the resettlement and reintegration of displaced populations.

Charlotte Gambling received her LLB in Law from London Southbank University. During her final year she focused on International Human Rights Law, Constitutional and Government Law and the legal theory of judicial interpretation. She graduated from City Law School London in 2009 and was called to the utter bar of England and Wales by the Honorable Society of the Middle Temple; of which she is a member. Whilst taking her bar finals she undertook various pro-bono assignments including work for the London Innocence Project as a group leader. Charlotte hopes to practice as a Barrister in London specializing in both international criminal law and court martial prosecution and defense. She also hopes to cross qualify as both a barrister and US attorney.

Mouna Kennedy received her M.A. in International Studies and Diplomacy from Al Akhawayn University in Ifrane (AUI), Morocco. She completed her B.A. Degree in English Language and Literature at Moulay Ismail University in Meknes, Morocco. Mouna served for over five years as a First Secretary, first in Rabat then Stockholm. As a Moroccan diplomat, she took part to the 58th United Nations General Assembly and to the 5th NPT Review Conference. During that period, she graduated from the International Training Course (ITC) offered by the Geneva Center for Security Policy. While completing her graduate program, she had the opportunity to take part in the Sustainable Development Institute organized by the Project Middle East University (UME) at Boston College. Mouna hopes to pursue a new career in the International Peace and Security field, this time from Washington D.C.

Caitlin received her B.A in English and History from the College of Wooster.  During her time there she was lucky enough to study abroad at the University of Victoria in Wellington, New Zealand, and conduct a number of independent research projects.  This including her interdisciplinary senior thesis, “’Nothing But a Fiction’: Re-Writing History to Re-Imagine Identity in Third Generation Nigerian Fiction,” which explores how third-generation Nigerian authors re-interpret traumatic historical events to comment upon their nation’s identity.  Caitlin has interned with World War II magazine and occasionally works with the Maryland Montgomery County Council.  She is currently working on a career in publishing, but also intends to pursue a PhD in Africana Studies.

Sabrina Yow-chyi Liu received her Master's degree in Public and International Affairs from the University of Pittsburgh where she majored in "human security" with a focus on conflict resolution and international humanitarian law. Her research interests fall at the intersection of international humanitarian law and security studies, and she hopes to pursue a career relating to civilian protection, especially in halting or preventing mass atrocities. Sabrina has most recently worked as an Operations Intern at the Genocide Intervention Network. She also interned with the Project to End Human Trafficking where she conducted research on trafficking victims protection. She holds her B.A. in Diplomacy with a focus on security studies from National Chengchi University, Taiwan's premier political science institution.
